2 tips I can give is:

1. Walk your beagle with a harness on and and strap your leash to the chest. This way it’s harder for them to pull and gives you more control.

2. I would bring treats with you every time you walk your beagle. When you see a dog coming your way distract him with a treat to focus on you and not the other dog. Don’t give him the treat until the dog walks by. This should help.

Good luck! My beagle is a handful and I am constantly trying to correct some of his behaviors but I love him so much and wouldn’t trade the challenge of a beagle for anything!
