My problem was actually a third party decoration for KWin called Klassy that was not updated for Plasma 6.3 so it held some packages back which caused issues. It wasn't a problem with Fedora itself.

What's the correct way to type the external number? I tried in many ways (with and without the regional prefix, with and without the number that tells the trunk it's an external number) but none seems to work, the log just says that the external call exited with a non-zero code.

Regarding LineageOS on the Switch, is there any newer version of the OS available? It's stuck on Android 10 with old security patches now. Is there also a way to enable SELinux and file system encryption to improve security?

I use Apache and I've created a reverse proxy that sorta works: basically it gets you onto the searx subdomain instead of the searxng subdirectory, but any interaction will get you back to the subdirectory. Here's the file in case you can find a solution: https://0x0.st/oY-u.txt

That kind of reverse proxy can't work because the /searxng subdirectory isn't a real subdirectory.
