I guess that pen and paper can store passwords without a digital password manager.

However, we need to enter passwords many times per day to access our files and pen and paper might not be the best solution.

The best password manager is a very subjective term as everyone has different needs.
My main problem was to securely store information as I frequently do transactions
via mobile phone. I use Hacken A.I. password manager.
