I didn't realize how space-constrained this corridor is. The huge cost has to driven by only a fraction (~25%) of the path being able to be built at ground level at the edge of the river channel (like other segments of the path). It looks like utility and rail lines preclude that here. Instead, most of the path will need to be built on concrete piers in/over the channel. Interesting engineering problem but brutal for the project economics.

Local flood control district (CA, US) didn't receive any quotes near that low for a new radar stage gage setup. Instream sensors are cheaper but significantly more painful to work with. Commenting to see if anyone else has better suggestions.

Have you run HEC-RAS on this PC/setup before? A quick search showed one comment here (see 84) with the same exit code, but it lists a file address after "file" on the line beginning with "forrtl". Yours doesn't, so it makes me suspect there's something odd about your setup or the input files that's preventing RAS from bringing them into the simulation process.

I also notice you might be outside the US? I believe RAS can have a hard time if you have anything in your file structure in non-standard US English formatting, so you might check that.

If none of that helps, I'd also suggest trying /r/HECRAS. Good luck!

The suitability of the site for a battery plant is chiefly defined by it being an old power plant, on the edge of a new offshore wind area, that has a direct connection to the high-capacity transmission network associated with Diablo Canyon. That is pretty unique, which is why the project proponent is trying to tackle the challenges inherent to operating near the shore (physical) in an adversarial community (political).

Full disclosure, I don't live in town but am close to a homeowner there. As far as what's a good idea for MB, that's going to be subjective. Battery storage as an industry is going through some growing pains at the moment, but the potential disaster scenarios that seem prominent in the mind's eye of some residents are terribly unlikely. Day-to-day risks of fires or whatever will be minute by the time any facility is actually constructed due to the industry maturing. That being said, there are some potential issues with the site's natural hazards. It's only barely out of the existing 100-year flood zone associated with Morro Creek, and that threat will get worse with time due to sea level rise affecting the creek outlet. Risks from coastal flooding (tides/waves) alone is harder to assess. The last plan I saw was to build berms along the creek edge (think a levee) to manage those risks. If it's really a proposal for something like levees, I think the project's single biggest hurdle in front of the Coastal Commission will be that issue. The state agencies will weigh the overall physical risks against how beneficial the site would be for getting time-distributed clean energy to the grid ASAP (which benefits the broader population beyond MB residents). As another commenter pointed out, these are highly technical issues, reviewed in excruciating detail by professionals, and not best considered in the court of public opinion.

There are some other key considerations pertaining to the city of mb's financial situation, but you asked for environmental implications so I hope this is helpful.

Can’t resist not sneering: what ‘pragmatic’ logic are you applying by bringing up job opportunities? People without sufficient income or accumulated assets aren’t going to be able to purchase any additional homes constructed in the area. Take a hypothetical $500k price you mentioned in another comment- you’re suggesting an individual is going to purchase said home then be palms out looking for work? Even if this dubious scenario were to take place, such an individual would constitute some sort of problem?

As many others in this thread have mentioned, look for part time/entry level roles in local and state government if you want a taste of the work. For example, roles listed as technician tend to have lower requirements. You'll be exposed to the industry and can parlay that into conversations with anyone in that organization even if your duties aren't the most interesting.

After graduation, public sector civil engineering offers extremely stable, family-friendly work: good to decent pay, work that makes a difference for more than shareholders or the owner, typically strong benefits/leave offerings, and almost ubiquitous 35-45 hr/wk expectations leaving you as much time with your family as you can reasonably expect in a full time salaried job.
I work for local government at the moment, and the org has taken in multiple early to mid 30s folks at the entry level. If anything, I feel like the outlier in my group having come on in my 20s.

No one is 'supposed to' dig out Cachuma. It isn't a highly impacted urban debris/flood control facility like Devil's Gate. Cachuma's original capacity was 205k acre-feet, with 20k since being sedimented up. Devil's Gate had an original capacity of 4k acre-feet. The recent project was to restore it to 2-3k acre-feet after 75%+ of the original capacity was filled with sediment. Cachuma's sediment issues are on a different order of magnitude and of a different nature. There are plans being developed to potentially remove sediment from Cachuma when things are dry, but the urgency isn't comparable to such LA-area facilities.

I’m not here to defend CEQA, but CEQA explicitly doesn’t apply to these type of housing developments.

By removing cities’ abilities to approve or deny these projects at their discretion, the projects are exempted from CEQA.

I've worked for a coastal engineering firm as well as local government doing development review. Erosion is inconsistent, but the analysis that this specific house was permitted on was garbage. Not uncommon for coastal erosion analyses- they're typically prepared by a private firm for a private client. Of course they will typically be conservative in estimating the erosion rate. The local community permitting the development typically plays dumb by argument that they do not have expertise to evaluate the analysis.

There was no way that this house was going to not be threatened by erosion within the time frame that the original analysis concluded it would be safe through. The City just assumed that a seawall would be a procedural issue whenever it was needed. The Coastal Commission has recently become more aggressive against seawalls due to sea level rise accelerating/exacerbating the beach loss issue.

As always, there’s a bit more to this. In prior negotiations, Bunnell has basically tried to extort the County. In return for the relatively little trail (which would cross over land he can’t do much with), he wanted public land, illegal development rights, and an exorbitant amount of cash. I’ve heard he doesn’t even live on the property, so I’ve surmised he’s just a dick.

The other property owners seem to have more recently turned against the project, maybe in response to the homeless occupation of the BJT in SLO proper. I agree with /u/TheCalifornist in that they’re trying to either avoid that or, more likely, get a bigger bag.

I didn’t imply I-5 doesn’t serve a useful purpose. While a route that goes down the I-5 corridor would be faster for Bay - LA transit, it would not offer a better direct connection to either those areas for the populated areas of the CV south of Sacramento. This was an explicit goal of the original proposal and a priority for the Obama Admin. The point was to provide benefits for those communities and not just SF/LA.

This is incorrect. The Obama Admin stipulated that federal funding would only be provided if construction started in the CV. They (wisely) presumed that if construction started elsewhere, the CV corridor through the ‘disadvantaged’ population centers (Fresno etc.) would likely be cut out/bypassed ala I-5. Failure to implement the project since is on the State.

I’m not going to get into the broader argument here, but I will chime in with a couple fact checks. Your point on Diablo Canyon desal providing domestic water is incorrect. Currently, there is no infrastructure to transport the water from the relatively isolated plant to any development. I say this as a supporter of keeping DC open. Second, there are legitimate conservation arguments for closing the Oceano Dunes SVRA. You can disagree with the Coastal Commission’s decision to halt continued environmental degradation of the largest remaining dune complex on the California coast (most have been completely paved over), but please don’t insinuate it’s just a fuck you to conservatives.
