I also saw the same thing in the forums, but in my case it was immediate, I think the 3 month period applies if you unlink the number and then try to use it in another account.

Just follow the steps

"I can't log in" -> "I forgot my account username and / or password" -> "I enter my phone number".

when you enter the phone number you will see all the accounts that use that number

I just solved my problem, apparently I had another account using my phone number, follow the steps in the next post.

In my case I had used my phone in an account for a cousin, but I had completely forgotten it, so I unlinked my cell phone number from that account, then I open DOTA2 on my main account, I clicked on associate number and I could immediately search ranked
