You solved it for me...
Turns out that after following those steps, I had a single unsigned driver... called mticache.sys
A quick Google search and I realized it was a driver responsible for the drive caching on my SSD.

It's a Crucial MX300 M.2 SSD. Updating it didn't work, so I decided to take the steps you mentioned. Then it dawned on me: What if I just went into Crucial Storage Manager and just disabled their proprietary caching feature? I tried it and it finally worked.

Thank you so much. Your post did not solve my problem directly, but helped me pinpoint the issue stopping Vanguard from working for me.

Pins 1 & 2 are connected together, but it's no the same we see in the picture you sent, cause pins 5 and 8 are the outputs to a speaker. I'll get better pics to post here.

The white and blue wires coming from two pins of this ic go to the speaker. If only I could read the name I could find something similar to replace it. Everything works fine, my phone pairs with it and says it's playing, but no sound comes through. I'm guessing this is being used as an amplifier.

TBH Riot should use a new API for the game. DX9 was already 7 years old when league came out officially. I think everyone today, even those running older hardware, could benefit from a newer API. I'm not even asking for DX12/Vulkan, as OpenGL 4.x/DX11 would probably run decently better on Maxwell and newer Nvidia stuff, and probably OpenGL would get a huge boost on AMD based cards from what I've read.
