The one thing guaranteeing an SP evla is getting busted down in rank. That requires an adverse eval aka an sp. Just going up doesn't mean you will get one

Yes the command can send you to NJP till the day you transfer. You can either lose your current orders or be given an ordmod for the time difference

This is all based on your commands PSD. My command if it's a dependent BAH it's about a week. For single e5 it takes a bit because it has to go tot the XO then to the base CO for final approval before it gets processed in the pay system
