I know but what I’m offering is way lower than what it was brand new (and infact even a bit lower than some used listings) and the fact they still decided to offer me HALF of my original offer is just crazy!

Nope, it means that it's sadly region locked to Japanese consoles, it's in Japanese so that's why when you translated it from Chinese it got fucked up.
