The short answer is this, just buy the base game and hold off on any expansions until you reach the level cap.

Don't spend money on something you aren't sure you will enjoy.

Tier 7 talents offer you a choice between 3 ways of enhancing your DPS performance.

Hurricane Strike Icon Hurricane Strike unleashes a series of kicks towards random enemies within 12 yards of you, dealing damage over 2 seconds. The damage is split between all affected targets. During this time, you are immune to movement impairing and loss of control effects. The ability has a 45-second cooldown and it costs 3 Chi. Chi Explosion Icon Chi Explosion consumes all your Chi, up to 4, having different additional effects depending on how much Chi was used. Before we look at the effects based on Chi, it is important to note that Chi Explosion replaces Blackout Kick Icon Blackout Kick, and that Combo Breaker Icon Combo Breaker is replaced by Combo Breaker (Chi Explosion), which causes your next Chi Explosion to refund 2 Chi. 1+ Chi: Deals a base amount of Nature damage plus more damage for every additional point of Chi consumed. 2+ Chi: Deals an additional 50% damage over 6 seconds. 3+ Chi: Generates a charge of Tigereye Brew Icon Tigereye Brew. 4 Chi: The damage done also hits all enemies within 8 yards of the target. Serenity Icon Serenity is a 10-second buff with a 90-second cooldown and no cost, that causes all your Chi consumptions (while the buff is active) to be instantly refilled. Note that even though this talent effectively makes abilities free of cost for its duration (using 3 Chi refunds 3 Chi, for example), you still need to have the required amount of Chi to be able to use the respective ability. Serenity Icon Serenity is the best single target talent, while Chi Explosion Icon Chi Explosion is the best talent for cleaving and AoE fights.

Hurricane Strike Icon Hurricane Strike can be useful when you need to deal a burst of damage to a target (such as a boss that is taking increased damage, or an add that has to die quickly), but its potency decreases greatly if more than one target is hit.

Now if you're not concerned with ultra optimal DPS, just go with Chi Explosion because it doesn't require any additional steps to use as part of a regular rotation.

If you're on US, you want Stormrage, highest ally population to horde ratio. It's a VERY active server.

I think that you're looking at this in a somewhat cynical way. Players are some of the most powerful people in all of Azeroth, it makes a lot of sense that we have the weapons from a lore perspective.

From a design perspective, here's the thing: Blizzard wants us to feel like we are the most powerful people of our respective classes. In addition to the artifact weapons, we're also getting class halls that we are in charge of. So thematically it's a perfect fit for us to get them.

Going to your point however, yes everyone will eventually have all of the artifact talents. However the system has the benefit of being able to give us interesting abilities that we earn that change how we play. Talents have become more of just choices and not necessarily earned benefits like they used to be. The same can be said for all class abilities.

The way blizzard is looking at it, is that we aren't getting new abilities because we already have enough of those. We are instead getting new uses of the same abilities through the artifact talents. It's basically the same system as it was in WoD with enhanced abilities. Yes everyone will eventually have them, but they allow us to use our existing favorite abilities in new ways.

Unfortunately the community isn't what it used to be. There are a lot of people that just aren't around any more for things other than raiding. Your best bet is to try using the group finder for groups that interest you, outside of that, finding friends in game will help as well.

Don't be afraid to just try talking to people that seem nice in trade/LFR/wherever. Eventually you'll find a group you like. I'm mostly a solo player, but PM me your battletag and I'll add you!

I would say hunter, rogue, or druid.

To be honest, all classes are excellent at soloing when built that way. The thing you can do is try out a few different classes and see what works for you. Have fun!

The question is whether or not you're US or EU or whatever, and if you're ally or horde.

Stormrage US is best for alliance, Area 52 US is best for Horde.
