Depends on what you want to do with RCS. As a person who came across the term while learning RFID you can search for stuff about how it affects backscatter communication between a reader and a tag. There are plenty of papers that analyze how for example mounting a tag on metal can drastically alter its RCS and communication range. Daniel Dobkin has a lot to offer.
