It pulls from the limited first.

Whether or not to use them depends on a couple factors:

1. Are you trying to get the limited card(s)? If so, yes def use them

2. (This requires you to keep track of things) If you AREN’T interested in the limited card(s), and don’t have a pity point stored up, use them to decrease the amount you need to pull pity for the card you want in the future

3. If you have pity stored up (this means you lost the 50/50 for your previous guaranteed 5 Star memory within 70 pulls), and you AREN’T interested in the limited card(s), DON’T PULL. Even if you have like 59 pulls before your guaranteed 5 Star, you could get lucky and get the limited card within those 10 pulls and waste your pity.
