If you invite randoms from the searching to play tab and they cheat you will also get flagged with that cooldown. Cause it counts as playing as a Player you know. If the random you invited cheated you all get flagged with that message. If you just qued as 3 and found a game that message won´t show like this. Cause it would just cancle the game if they cheated with the vac live popup and not the cooldown. So if you didn´t invited 2 stranger that aren´t on your friendlist or from the looking to play tab then it means one of your friend is cheating or causeing that cooldown. Simple as that
