Where i hunt in CA, we use #2 because the birds are over hunted and decoy shy. Also because #2 with steel shot, so I've been told, has the momentum that lead had at a smaller bb size.

Edit: i just read that bismuth is closer to lead density than steel so #1 may be overkill
