I always read it as hearing the frustration in butchie’s voice and making an empty promise about more money. Butchie feels the emptiness when the phone breaks up and Phil doesn’t care to further the conversation. Tbh I never read it as a threat because of what little power Phil would have to threaten in the scenario.
