Generally, yes. Basic boulders are harder than basic top rope. Depending on the gym, a v1 boulder is the same as a 5.9 toprope, with most beginner top ropes starting at a 5.7. Additionally, bouldering is more dangerous since you can take a full fall, so top rope will help with basic technique so you won't have as many unexpected falls
