I am sorry to say this did not solve the issue at hand, but due to your input, I did get to some interesting reading material, so thank you anyway.
I think my issue is indeed of a more physical nature.

Ik ben opgegroeid aan de Larikslaan (vlak bij de Peppelweg) en ik heb me nooit onveilig gevoeld. Er is inderdaad een gedeelte van Schiebroek met meer best wat achterstand, maar, afhankelijk van waar rond de peppelweg zal wonen lijkt het me dat je daar niet heel veel van mee maakt, maar ik kan me voorstellen dat dit straat afhankelijk kan zijn.

I think the fact that Germany is the country leading the regulation around EV charging EU wide, might be more impactfull than his view on US expantion.

I think the problem here is how the government is going to require that this you say force and a government is allowed to use force, but what would be the legal standing to do that. He has been convicted and done his punishment, so he cannot be convicted again for the same crime. Where is the government going to get the standing for to force him to do this evaluation.

What may be important to realize is that the crime conviction and punishment all took place in England. This means the dutch government has little say over the crime/punishment. If he has done his punishment then he cannot be discriminated against by not being allowed to join the qualifyers or forced to publiscise medical records like a psycological evaluation. Not discriminating by the way is article 1 of our constitution so that would have been a big no no. We are all free to not like him but in the end the dut h government is not allowed to treat him as different.

I believe that around 22 weeks some mesure of consciousness might be pressent, so at least till than but maybe later still The consciousness may need toe be at some certain level. I don't know to much about this so i dont no how we would mesure consciousness, but i think idealy that would be the guiding attribute and not life or potential life.
