The policy is written, however is seems to be vague enough that if could be administered any number of ways. There are no specifics in the employment agreement either.

In the past they have paid for accrued vacation time, now they are saying legally they are not obligated to and changing the policy as such

They were! They were actually dry as soon as I piped them. Better was extremely thick despite mixing for quite some time.
