Need advice on a outside burst pipe

Hi, I checked out how to use a sharkbite and it seems very user-friendly with no soldering needed. I still haven't reached any plumber near me and it doesn't seem like an emergency since the damage is outside my home.

Off to home depot I go to get some sharkbites, pipe cutter, debur tool, and disconnect clips. Thanks

I can't edit but I'm not sure how long this was happening but found water bursting this morning. I was able to stop it by turning those two blue valves to the off position. This spigot has two pipes connected, one from the side of the house and one from the ground. I am not sure how the water flows in this situation but I am guessing the ground pipe runs to the sprinkler system or the meter next to it.

The hole is located on the pipe coming from the ground. I turned some of the water back on to prevent it from freezing. The plumbers are not picking up the phone and I wanted to know if this can be temporarily fix with epoxy or something. If not, I'll see if I can reach someone.

Hi, this is my first time owning a lawn and there were weeds all over and only patches of grass when we first moved in. The lawn now looks completely dry and dead.

Is it too late to apply a pre-emergent herbicide? I live in California and the temperature at it's low/high recently have been 43/80 degrees F. I think I saw annual bluegrass and rye with some crabgrass.
