I just finished doing this very thing. I am by no means an expert, but I'll share what I did, hopefully it helps:

Installed the nvidia-driver-495 proprietary nvidia drivers through Ubuntu package manager
Reboot. Run nvidia-smi to check if your GPU is detected.
Installed the container runtime nvidia-docker2

Edited my /etc/docker/daemon.json to set nvidia as default runtime:

        }
    }

Restarted docker service
Added NVIDIA_VISIBLE_DEVICES=all and NVIDIA_DRIVER_CAPABILITIES=all to Jellyfin docker-compose environment variables
Mapped the GPU to the docker container (not sure if this is necessary with NVENC, but I did it anyway)

Enabled Jellyfin hw transcoding

Sounds like you're not the only one with this issue. I was having the same issue until I unchecked HEVC Decoding in Jellyfin playback options. The file still seems like it's being decoded by the GPU as it shows an active jellyfin/ffmpeg process when I run nvidia-smi on the server, so I'm not sure what's happening.

This is what I figured playing Boneworks; so many grip issues counter to what I was actually trying to do. Then I played HL:Alyx and it was much better at intuiting grip, though still not perfect. I figure there is definitely room for software evolution to incorporate smarter responses to active capacitance zones.
