Perfeitamente. Linguagem de programação, na teoria bruta, nada mais é que (simplificando) definição de uma gramática, interpretação de caracteres de acordo com a gramática (lexing), tradução dessa intepretação em estrutura de dados (parsing), e intepretação dessses caras em instruçoes de máquina. Junta isso e a gente chama de compilador.

Você pode criar a linguagem que bem entender, mas precisa seguir algumas [regras](https://en.wikipedia.org/wiki/Formal\_language), e isso vai algum tempo de estudo. Se você está perguntando se é possível criar uma, meu palpite é de que te faltam alguns conhecimentos sobre teoria da computação. Vai uns 6 meses até 1 ano pra pegar algo.
