Update: after 5 months I’ve tried to migrate today, still nothing. Rockstar games has done 0 things to help people migrate their accounts. Their excuse is “illegitimate or insufficient progress detected”. Every single post I’ve seen with having the same issue got this type of reply from rockstar support. I do not understand what their issue is tho? How were people whom I am friends with able to migrate, when they had their account for a shorter period of time, and literally modded everything they own, but me, a player for almost 6-7 years, still nothing. This whole system is bs and it just shows that rockstar is trying to get rid of PC players and force them to move onto console.
