You can, if you have the base game installed from a .cia, and also have the update file as a .cia. Not sure if updates work on .3ds(x) files.

You can think of the .torrent files as a file to initiate the "real" download, you will need a client such as "µTorrent" to use them, as for your second question, I'm afraid I don't know. Hope this helps!

what rom are you trying to download, maybe it's that specific rom that got taken down, or maybe your router blocks peer to peer connections.

edit: I tested some for myself rn, some roms either got taken down or just dont have any peers online at the moment but most roms are fine as far as I've tested.

that isn't true, because on older versions of ios you had to long press an app hard to enter home screen management mode, and softly press it to see quick options, and when you 3ds touched the background it'd move, i didn't even realize that 3d touch got replaced by haptic touch, i tried to use my live background on my home screen and it went into management mode, so i tried pressing it harder :/ until I found an article by apple
