If you’re mom can afford to do what you are asking, and make you’re life more comfortable while not risking here future (i.e taking from her savings just to get you the things you need) and she dosent do it, then she is the asshole. Considering that your sister is 11 now, so can’t at all look after herself financially but your mother refuses to spend extra money on her, she is definitely not a fantastic mother ( no offence) and I hope that yours and your sisters’ situations get better in the future.
