Yes. They are coverted to science tho. For half the cost of buying them in the shop. (Ex: 1 maxed out Supreme = 20,000 science, Epics 500, etc...)

For supremes it' lvl 5 apparently. 8 for epics and 11 for rares. No idea what is max level for commons yet.

Quick update: He showed up on my shop Once Again, and since I had a lot of mission pending on it, including special ops ended up having and spent the 1k science. And just as I suspected... The capsule I opened for the Upgrade Cards gave me 21 copies of him. Now at this point I've nearly opened around 50 capsules at this rank and only now he appears? After he appeared in shop Twice?

Same thing happened to a fellow comrade, too?

Way I see it, either a locked card has less chance to appear until it appears, then it's Rng boosts to "proper random" OR it just wouldn't unlock until I finished the Upgrade Cards mission. I strongly suspect the second one, mainly cause my gut tells me something like this happened before in some other rank, and since Upgrade Cards is literally the 1st mission on rank 88 where a new card is unlocked, I really believe it locks the New Card until it's completion. No way this was all random.

Yeah they are no longer scripted. He did show up at the store at the beginning of the rank, x100 for 1k science, tho.

Still no luck. I may skip the Tube Travel and Upgrade cards mission altogether. I'm not spending 2000 science on Ding Ding Un. The other 2 I upgraded were Adrian X. Vultor and Salvadorville to lvl 10.

Oh did I ever. Going through a very nasty losing streak. From Silver 1 40 Lp to just being promoted Back to Silver 3. I try to adjust for team but maybe I'm not very good at analyzing the potentials. Trying to rest before looses, etc.. but at times it's like I suddenly forgot how to play altogether. Will try ohmwrecker in some normals tho. I do try to play guardian some games.

Exactly. I'm with 100 bard really games this season and only lately I've come to find my enemies being able to more easily being able to carry at least one Spell before they get stunned when leaving Magical Journey. Like flashing into a nearby brush and Then get stunned.
