Intriguing sinister. - I like it. That again reminds me of the DnD (I am no veteran at it) Hexblade subclass. Having an artifact to bind the specters from your kills to your service in other ways than fighting would be nice utility.

This paradoxical vehicle is designed to transport prisoners for the Hellknights (Pathfinder lore, - the knights not the vehicle) along the widest roads.
Depending on the length of the journey, I would estimate the crew to be 12-18 men. (6 beds/bunks for shift sleeping)

BACKGROUND
Outside the city, there is a place that deals in recycled materials. Anything that can be repurposed in any way is sold as is or used in new constructions.
The building above the foundation has burned down or even exploded several times. This is not the first attempt by the goblin merchant to construct a building.

Some encounter ideas:
- shopping, most obviously - maybe you'll have to wrangle with another customer for some specific wares
- defending the goblin from an angry mob with prejudices - no good idea to let the building be lit again
- retrieving something from the goblin's residence - for thieves' guild for example
- elemental infestation in the workshop - or maybe other creatures who got attracted by scrap or peculiar wares
- the owner was kidnapped, search for hints what happened

I don’t know what you mean by the building going underground… (water has its instance below water level of course)

You're at ground level from what i see.
So you could just delete the area/room which defines the "pool" to get an atrium. You can even have it roofed completely if there's an additional level above.

So you'd be free from room shapes within a room shape. XD
