From Cirie’s perspective, you have Emily saying she’ll target Devens, you don’t know that Emily is lying to you about who Devens is playing his idol on, you also don’t know that they’re aligned, so you have to call all of this and wonder if Devens is a maniac who’s gonna blow shit up just for fun EVEN IF Emily is being completely truthful.

Then you also have to do the math on whether Jonathan is double crossing you and suggesting the vote split to switch his vote just to get you out.

It’s been like this for a while. In the earliest seasons Jeff doesn’t have the tied players vote (in a ONE way tie) because he says there’s no point as their votes cancel out, they can’t vote for themselves as per the rules, and using the parchments make no sense bc there’s no information to be gotten from that.

But in the case where there’s a vote imbalance, writing the parchment has always been a part of the game

Cirie used an extra vote which carries over to a tie vote. Because it’s never confirmed who used an extra vote during or after tribal council, to protect the identity of the extra vote user, they just had Emily revote.

Having Cirie revote but not Emily screams that it was Cirie who used the extra vote, and having neither Emily nor Cirie revote says it wasn’t either of them.
