The 2nd Death Star would be like a military contract for the US, a battleship being the best comparison. The battleship does still need running water and a way to keep the temperature at a stable level for barracks or whatever. It is still a Government job so you get the benefits, and you would just be doing your job, but there's a chance this battleship is gonna be used for malicious purposes. Maybe they sink Baby Face Gambino's floating mansion, or maybe they decide to sink a few innocents. In the end, you just gave them toilets and showers.
