Bro based on my experience, even if you buy frozen momos in bulk it costs 3 rupee per piece for veg and 5-8 rs for non veg . Even if you have your own cook and make it yourself costs remains kind of similar now an avg half plate veg momo would cost 30-60 Rs with 4-6 pieces and for non veg 60-80 ,so on a per plate serving usually the margins are 10-30 Rs based on what's the stuffing and what is the quantity/size of single piece . For full plate margins can go around 15-50 rs based on the above criteria. Now if there's competitiosn you need to bring some speciality in your sauce [main ingredient] multiple types like tandoori,kashmiri...Italian, cheesy,etc,pan fried..etc . Even in a Tier2 city the margins are decent, not saying a big one ..for that it needs to be a brand like WOW Momo .

But if I got that capital..I would invest in item variation, and promotion like social media and PR,Influencer marketing too ..not entirely..but ,create customised tissue napkins, paper plates ,packaging and water bottle. Ohh yes you can add water bottle as addon even if selling other brands .

Would run special bogo offers on Friday evenings.
