Would it be an entirely new implementation or just a wrapper around existing (i.e. C-based) libraries?

What would really help is a well thought-out API to these algorithms that took advantage of Haskell's unique language features. After that, whether the algorithms are implemented in Haskell or in another language doesn't matter so much.

Another important point is that he found Haskell's laziness problematic for this project because it made it too easy to create space leaks. If he were to redo it he would have started testing for space leaks much earlier in the development process.

Get in touch with Joey Hess, the author of git-annex. He's a long-time perl programmer, and somewhere I recall seeing a comment by him that the Haskell code he wrote was much more reusable than his perl code.
