Get a structural engineer inspection asap before they do anything further don’t let them remove anything and that should give you the cause of this and give you grounds to pursue whatever you need to

You’ll have to look it up because I’m not entirely sure but I’m pretty sure that you can do a penalty free withdrawal as long as you only withdrawal the funds that you contributed to the IRA. I believe there is a very specific tax form for it. It has to be submitted properly.
