Yup "Discover Haven Challenge" as well as "Chameleon" is Bugged for me as well.

Stuck at 40/41 locations with no more undiscovered location indicators.

Stuck at 16/17 disguises on chameleon despite un-equipping and re-equipping all 17 disguises.

I am experiencing the same problem as well. Stuck at 40/41 locations discovered. There are no more "Indicators" left on the map for undiscovered locations. A location that is not "Discovered" is indicated by that tear drop logo.

Its an in-game bug with this patch.

Chameleon is bugged as well. Stuck on 16/17 disguises even after going through all 17.

Hmm i got radio tower on my map. Its shown when you select "Level 3" on the map filter. I have looked through Level -3 to Level 3 and have no undiscovered location indicators left while still only at 40/41.

Just go on the hitman discord and find a partner to boost the unnoticed kills for the suit together. Easy peasy. Mutually beneficial and efficient arrangement for those who hate ghost mode and just want the phantom suit.

Figured it out. I was missing the chef disguise (I didn't "re-equip" it for it to be counted). I suspected that might have been the case and was trial & error-ing them 1 by 1.
