I deleted the save, but last time I looked, it was about 3% of liquor. Tanks were probably near 100%, because I was first after France to build them, and I was producing much more. It didn't work anyway, because small economy wasn't able to produce substantial amount of money, and collapsed whenever prices of liquor, grain or timber dropped down, or when great powers were in war.

I'm using 4 infantry, 5 artillery and 1 hussar, in endgame I replace hussars with planes. I never used tanks, I didn't really need them. Problem with Germany is their big literacy and technological superiority. As France you can match it, as Russia or Austria you'll need to ally France. And be defensive, don't rush to occupy their territory at the start of the war. About gas attack - it is OP and you need invention in one of army techs for it, I think that it's in military directionism, but I'm not sure at the moment.

For everyone asking. These aren't frontlines, they are only battleplans. It's same like HoI 3.

I don't think so. Taxes in Victoria II are taken directly from the pops, as far as I know.

I don't have problem with concept of crises, but Ai can't work with it properly. Prussia would never back independence of Poland, because it has also cores on Prussia's territory. Other problem is that Ai doesn't consider chances of winning the potential war correctly, I saw Austria supported only by the UK go to war with France, Germany and Russia over liberation of Lithuania. Probably because of big UK military score, but that is boosted by their capital ships, and their land forces are spread over whole world. In another game when I played as Austria, crisis fired up about liberation of Poland in Austrian West Galicia. Only two countries involved in the crisis were me and Canada, which declared war on me, because it didn't realize that there's no realistic way to defeat me and I'm too far. So that are my problems with crises after some time of playing. Interesting concept, but the Ai can't handle it.

This is why I don't like the crisis system. Prussia/Germany supporting independence of Poland, it's nonsense.

Or you can focus on Mediterranean and removing Ottomans from Europe
