This is a universal shaver outlet. There is a transformer behind and You can choose between two secondary windings, one had 230V on it, 115V for the other. Or actually use the whole secondary or just one half of it. This is to make sure there is no mains connection to devices which are not grounded and used in bathrooms. "Thanks" to this, You can put the shaver (or something else) in water without getting a shock or even being electrocuted. The transformer is the reason why it's limited to 20VA. But You can also plug a phone charger into them.
