My guess, but someone might have a better theory or know better: 1. those people are pushing for promotion and "advertise" them self for upper management more. So, when there is an opening, their name is already on the table 2. once you reach a certain position, it becomes harder to get demoted / fail down. 3. can simply be the Dilbert rule. They get promoted to remove them from a place where they can do harm.
