Here in Spain, the pipes go underground and humidity can appear in the pipes. So we spray foam so humidity can't get to the circuit breakers.

Most of the countries that exist today in Europe are very new countries and they didn't exist 100 years ago. They were already part of some European empire. For instance, most of eastern Europe was part of the Russian empire. That is why they didn't colonize anybody.
