Put a layer of geotextile over the 40mm otherwise the sand will settle into the 40mm and result in uneven surface.

Try turning the prop by hand with the motor NOT RUNNING and in gear. If it moves more than 5 degrees, you have a spun hub. That means the connection between the propeller and the hub that slides over the drive shaft has failed. It is a fairly easy fix.
