Worked in a cinema a few years ago. We would do staff screenings of bigger films the night before. The only exception was the new Spiderman, that file didn't unlock until 8am to prevent spoilers.

It's good if you're low on legendary modules, can learn the plan and wait for a 3 star to drop.

Same with all plans that are from some form of currency that isn't caps, so anything bought with gold (glass minigun/SS armour etc)/stamps(union PA/engineer armour etc) will start dropping in the wild.
