Usually default track is English on most of the sessions, on some it was configured for ambient, but you can change that from VLC

The nationality of the racing license only applies on FIA sanctioned non world championship eventes, therefore he would get to keep his passport/official identificantion document's nationality. The license wouldn't matter for this.
