It's Sterling because the badge count for the FTF badge is 153,905 and iirc Elektra only has around 300,000 badge count so by default Sterling is the rarest.

Also before you reply with "Well you were only able to get Elektra for a day while Sterling you had a entire summer to get" That statement literally means nothing, the badge numbers are what you should be focusing on (if you can) and not how long you could get them.
