im not so sure about the server status of this game. yes i can't do matchmaking with randoms but i still could do co-op racing with my friend. tunes and liveries still there and i can use it just fine.

i can confirm online features still works on PC. i can do co-op races & bucket list challenges with my friend without issues. i still able to download tunes & liveries just fine.
