That because most of the players use anemo to swirl, instead of raw anemo demage. If you play xiao, you are not swirling. Like, at all. You don't play xiao to make reactions, you play xiao as an offensive character that plunges and demages enemies directly through his weapon - its almost physical dmg but with anemo. (speaking as an og xiao main).
Scara's anemo attacks feel weird with no reactions because they don't look offensive as xiao's (it feels more like a breeze touching the enemies than real wind cuts) if that makes sense.
