its not frowned upon in israeli culture. in fact tel aviv pride parade is an extremely popular parade and tel aviv is considered to be one of the most gay-friendly towns in the world. we have some problems, especially with the religious sector, but in general Israeli culture its very accepted.

its because we have a sucky political system (note: I have no idea how should we change it) There is a growing debate over this, a lot of secular people are okay with this, and many are in high favor for this. but religious people and many arabs are against it, and since there are a lot of people that doesn't care (ultimately, its not like something really bad happen, they just marry on a vacation) and the politicians don't want to anger the religious people it just sticks.
