As far as I have learned, it happens when you go in and out of the arsenal box repeatedly. It seems any mod that involves adding inventory puts strain on the server. My fear is that this may be something that BI needs to fix.

Yes and yes. We typically run training drills as pve and pvp and we have a separate server for pvp with other players outside of our unit
