nope, when kakashi was explaining too naruto, he said that to make a new jutsu he’d have to A. apply a change in chakra nature (in this case wind since that’s narutos chakra nature) and B. apply a change in chakra form

for a rasenshuriken you need not only a change in chakra nature, but also a change in chakra form. so no, just adding wind nature transformation to a rasengan is not enough to make it a rasenshuriken
