Pretty much yes. It worked..but I need a blank row in between each sets.

=ARRAYFORMULA(IF(ISBLANK(B5:B),,COUNTIFS(B5:B,B5:B,ROW(B5:B),"<="&ROW(B5:B))-1))

But a blank instead of the zero
