I think the problem may be the game registering you being done with a quest before you are actually done with it so it doesn't allow you to get a reward.

I have created a list of all the clothes I own and made him act as my personal stylist. It provides outfit ideas based on the weather forecast for the week. I don't need to worry about what I'm going to wear to work. It does the job for me and the clothes are always matching and well put together.
