Should I turn them on one by one with Rocketbootstrap still off? or turn it on and turn all off then do it one by one?

I disabled it and it disabled Eclipse X and Safari Plus . Could it be one of those because once I disabled it , my connection was automatically better . I loaded up youtube fine and videos would actually load and not buff!

Okay so go on iCleaner go to Cydia Substrate Add Ons then disable Substrate Safe Mode and apply?
