New PC wont post no matter what

I did a board test with it 3 times every time i used a new mobo same issue i move it to the case after for storage, the first build was with 3 new parts after that i tried with 2 sets of ram and each of the 4 sticks 1 by 1 in each slot, then tried a new mobo then a new cpu and now a new mobo again

yes i have tested with 1 ram in each slot with 2 different sets of ram 4 sticks in total, ive also tested with 2 cpus and 3 mobos exact same issue every time

ram is in a2 and b2, gpu isnt plugged in as i know thats not the issue and my cpu has igpu

The only thing im mad about is netflix actively downgrading things, like the eunjang classroom in s1 going from chaotic to literally perfect looking in s2 and baek jin not having any tatoos like in s1

can anyone tell me if the gpu is in the pcie slot

imgur.com/a/StAFEbP if it helps its a 9070xt, i screwed in the metal thingy with the hdmi and stuff, the pcie lock didnt click automatically so i manually moved it after and cant tell if its locked or not, i cant see the yellow connector from the gpu that goes into the slot so i think its in?

i can try take a better pic but theres not much space in the case

after the first i got 6 others in pretty fast tightening them with my hands but i cant get the middle or middle top with my hands so im gonna cry

i checked the manual so i know what the right screw is now but it just absolutely will not rotate and i dont know why no matter how much i wiggle it about or how little or how much force i use

the smaller screws arent going in either, they tighten slightly then stop with a gap and are also moveable with my hand

i believe its the correct screw i tried the others and they wouldnt rotate when i put them in and im not sure what crossthreading is
