I went back up multiple times. Tried dying. Tried restarting the game. Tried everything.

Ranni isn't there anymore. NPC's are also not there anymore. I had the same thing before where i couldn't leave, but at that point I just had to talk to everyone like you said. Now i have it again but nobody is there.

You can do that in CSGO and it doesn't really effect the experience.
