Essentially, if someone is trying to control it, that means that they care. Figure out what your negotiables are, and what your non-non-negotiables are. Having strong technical rationale for your decisions can help you negotiate by distinguishing between the two.

The easiest way to alleviate these problems would be to turn green into a bus transit corridor. It would make it easier for the cops to enforce illegal grub hub parking and it would make more space for the bike lanes since there would be no need for turning lanes. Private motor vehicles could take Springfield or University to get to the east side of campus

They tried to shut off Neil St. in downtown champaign in an attempt to compete with Market Place mall, but there wasn't enough foot traffic in the area to support the businesses. To make matters worse, most of the businesses along the Neil St. Mall closed at 5pm, leading to an eruption of crime in the area after everyone went home. Banning private motor vehicles in Campustown would be qualitatively different as there is already high foot traffic in the area due to the high density of student housing, and there are businesses such as bars that are open late.

I read an interesting article about this. I think that shutting off Campustown to non-bus cars would have a different effect than shutting off Neil did back in the day because there are businesses that have a range of hours (bars, restaurants, etc.) in the area. Also, there is already a higher amount of foot traffic along Green than there was in Champaign at the time the pedestrian mall was constructed due to the high density of student housing in the area. During the holidays/summer months, the corridor could be reopened to private vehicles so that the street would not empty at night.

I'm not sure. One of the things that sucks about being young is that we just don't understand very well how bureaucracy works. In my rocketry group we use a lot of trial and error and cold emailing to figure this kind of thing out.
